New Harris Beach Murtha Attorney to Help Clients Navigate Complex Regulatory Environments

(July 28, 2025) — Harris Beach Murtha has hired Timothy J. Plunkett as senior counsel, based in the firm’s White Plains Office, to help governments and companies navigate complicated political and business environments within heavily regulated industries.

Tim, who is admitted to practice in New York and Connecticut, has more than 25 years of experience providing strategic counsel at the intersection of law, business and government. As a certified AI Governance Professional (AIGP), Tim is skilled at navigating the legal and ethical challenges posed by emerging technologies. He provides forward-thinking guidance on issues such as AI regulation, compliance and governance, assisting organizations to mitigate risks while responsibly capitalizing on innovation.

He joins the firm’s Municipalities and Local Agencies Industry Team, along with the Business Litigation, Government Compliance and Investigations and Political Law practice groups. He will represent clients subject to federal, state and local regulations. He is passionate about creating value and impact for those clients and their communities.

Tim represents clients before state legislators, Congressional delegations, executive branch members, various state and local agencies and in state and federal courts, leveraging his extensive network and relationships with public sector officials, agency staff and regulators to achieve his clients’ business goals.

He counsels on procurement and government contracting, political law and compliance, data privacy and security, infrastructure and transportation development, contract management, education, employment, public finance and AI governance, among many other legal areas.

Tim’s career spans litigation, government relations and advising on complex regulatory environments, with experience in roles at law firms, on Wall Street, in state government and at a technology startup. He’s worked with clients in a variety of industries, including investment banking, education, security, construction, engineering, public safety, public finance and technology, among others.

In addition to founding his own law firm, Tim previously held positions as an investment banking analyst in a Wall Street banking firm’s public finance department; a business analyst at a technology startup; and as a senior policy analyst with the New York State Assembly, where he helped establish a new office and acted as lead contact regarding the financial, economic and social impacts of the 9/11 terrorist attacks upon the New York State and City economy, recovery and rebuilding efforts.
