Croton-on-Hudson Had Lowest Tax Growth Among Villages in County According to Comptroller Data

According to data recently published by the New York State Comptroller’s Office, the Village of Croton-on-Hudson set the regional pace for tax stabilization, scoring a record low average annual increase of just 1.78% between 2016 and 2025.

Adjusted for inflation, the Village’s tax levy is approximately $1.8M more than it was in 2016.

“These findings validate our sustained focus on delivering essential municipal services and maintaining vital infrastructure while taming property taxes. Since I’ve joined the Board of Trustees, we’ve stayed below the property tax cap every year despite the disruption of the COVID-19 pandemic and historically high inflation. Thank you to my colleagues on the Board and our talented village staff for stretching the taxpayer’s dollar,” said Mayor Brian Pugh.

“Croton-on-Hudson’s decade-long commitment to smart growth and renewable energy is delivering measurable rewards for taxpayers, illustrating that fiscal stewardship and affordability go hand in hand with strategic investments in our future. The BCW is proud to partner with the Croton team and with other forward-looking municipal leaders who are setting the pace for our region and state,” said John Ravitz, Executive Vice President of The Business Council of Westchester.

Croton-on-Hudson’s tax restraint of this period can be attributed to a number of factors:

  • Reduced outstanding debt and lowered bond payments;
  • Securing more than $6.4M in grants and state funding;
  • The sale of the formerly Village-owned “Katz Property” on Maple Street to Regan Development for the construction of Maple Commons affordable housing, and the deployment of the $2M generated by the sale to fund the Village’s capital plan; and
  • The development of new revenue sources, such as the carport solar array at the Croton-Harmon train station parking lot, which pays the Village $473,922 annually.
