Mourning the Loss of Steadfast Advocate of Affordable Housing

The Business Council of Westchester mourns the loss of Rosemarie “Rose” Noonan, a pioneering leader and steadfast advocate for affordable housing in our region. As the longtime Executive Director of the Housing Action Council, Rose dedicated her life to ensuring that low- and moderate-income families had access to safe, quality housing throughout Westchester and the Hudson Valley. Her work not only transformed communities but also laid the foundation for more equitable housing policy and development across the region.
Rose’s influence was far-reaching. She built powerful partnerships with nonprofit and for-profit developers, guided municipalities through complex planning efforts, and championed innovative housing models that brought together affordability, inclusivity, and sustainability. A founding partner in efforts such as the Welcome Home Westchester campaign, Rose worked tirelessly to expand opportunity and foster collaboration, always guided by her deep sense of justice and compassion. Her wisdom, integrity, and commitment made her an invaluable colleague and a beloved leader in the business and civic community.
We extend our heartfelt condolences to her husband Alan, her four daughters, and her cherished grandchildren. Rose’s legacy will continue to inspire our shared mission to build thriving, inclusive communities. She will be remembered not only for her remarkable achievements, but also for the grace, kindness, and dedication she brought to everything she touched.
