Westchester Crossing Breaks Ground in Port Chester: A Transformational Investment in Housing and Economic Growth

Wednesday morning marked a major milestone for economic development in Westchester County as state and local leaders joined business partners and community stakeholders in Port Chester to celebrate the groundbreaking of Westchester Crossing, a dynamic mixed-use development poised to reshape the village’s future.

The project, led by BCW member Rose Associates, will transform the long-underutilized former United Hospital site into a vibrant residential community featuring 957 new housing units, including 105 affordable homes, as well as retail space and significant infrastructure upgrades. Once completed, Westchester Crossing will expand housing opportunities, support job creation, enhance walkability, and strengthen the local economy.

“If people cannot afford to live here businesses can’t access the workers they need to grow and thrive in New York State. Under Governor Hochul’s leadership, we are working across the state and local government to tackle this affordability crisis…Westchester Crossing is a great example of what’s possible because infrastructure unlocks housing,” said Hope Knight, President & CEO and Commissioner of the New York State Empire State Development.

The Business Council of Westchester (BCW) was proud to stand alongside its partners at this important moment. The BCW President & CEO Marsha Gordon joined project leaders and elected officials to highlight the significance of the development and the collaboration that brought it to life.

“This project represents the very best of what can be achieved through true public-private partnership,” said Gordon. “Westchester Crossing will deliver critical housing, including affordable and senior options, while advancing infrastructure improvements that will benefit the community for generations to come.”

As Co-Chair of the Mid-Hudson Regional Economic Development Council, Gordon also emphasized the broader regional impact of the project, noting that investments like Westchester Crossing help unlock new housing opportunities while strengthening infrastructure and supporting smart, sustainable growth.

Supported by up to $10 million from the Mid-Hudson Momentum Fund, the broader $65 million infrastructure investment will deliver critical improvements to water, sewer, and stormwater systems, as well as new internal roadways, walkways, and enhanced traffic and pedestrian access throughout the surrounding area. These upgrades will prepare the site for long-term residential and community development while improving overall connectivity.

The project aligns with New York State’s broader strategy to increase housing supply, strengthen communities, and drive economic growth across the Mid-Hudson Region. Under Governor Kathy Hochul’s leadership, New York State Homes and Community Renewal has created or preserved more than 4,000 affordable homes in Westchester County.

Village of Port Chester Mayor Luis Marino underscored the importance of the project to the community, highlighting its role in reinforcing Port Chester’s position as a hub of economic activity, growth, and opportunity in Westchester County and across New York State.

The BCW played an active and sustained role in supporting the project from its earliest stages, convening stakeholders, advocating on behalf of the business community, and testifying at numerous community meetings to ensure strong support for this transformative investment.

Westchester Crossing stands as a powerful example of forward-thinking development and the impact of strategic collaboration between the public and private sectors. As construction begins, with completion anticipated in 2027, the project signals continued momentum for economic growth and community revitalization in Port Chester and throughout the region.
