New Board Members Bring Wealth of Experience Across Many Sectors
The Business Council of Westchester is pleased to announce the election of four members to its Board of Directors. The new board members bring a wealth of experience across finance, law, corporate affairs, and the nonprofit sector, reinforcing the BCW’s mission to drive economic growth and advocacy in Westchester County.
The incoming board members are Robert Cordero, Partner at PKF O’Connor Davies LLP; Anne de Graaf, SVP and Chief Corporate Affairs Officer at HEINEKEN USA; Tom Gabriel, President and CEO of United Way of Westchester & Putnam; and Heidi M. Winslow, Partner at DelBello Donnellan Weingarten Wise & Wiederkehr LLP.
“We are proud to welcome Robert, Anne, Tom, and Heidi to our Board of Directors,” said BCW President and CEO Marsha Gordon. “Each of these leaders has demonstrated an extraordinary commitment to excellence in their respective fields. Their collective experience in operational efficiency, community impact, legal advocacy, and international policy will be invaluable assets as we continue to support the business community and economic vitality of Westchester County.”

Robert Cordero serves as Chief Operating Officer and Partner at PKF O’Connor Davies Advisory LLC. With over 20 years of experience in public accounting, Cordero leads the firm’s education and independent school practices. A recognized leader in the field, he was a recipient of the BCW’s “Forty Under Forty” Rising Stars award in 2016 and serves on the Iona University Accounting Advisory Board.

Tom Gabriel joins the board with nearly 35 years of experience in the nonprofit sector. As President and CEO of the United Way of Westchester and Putnam, Gabriel has raised over $100 million for human services and led significant organizational growth. Under his leadership, the United Way increased its net revenue from $4 million to nearly $12 million annually. He has also been instrumental in diversifying the organization’s leadership; currently, the United Way’s management team is 60% BIPOC, up from 10% in 2019.

Anne de Graaf brings a global perspective as SVP and Chief Corporate Affairs Officer at HEINEKEN USA. As part of the executive team, de Graaf shares the responsibility to co-lead the business in the USA. She is functionally responsible for the communications, public affairs and Sustainability & Responsibility agenda, leading both its strategy and execution. De Graaf builds upon a career of over 15 years in both the public and private sector and in different parts of the world: from advisor on international financial markets, to a diplomat and then HEINEKEN in 2019, first leading the group’s international economic policy work and strategic engagement prior to joining HEINEKEN Cambodia as Corporate Affairs Director in 2022.

Heidi M. Winslow is a Partner and Executive Committee member at DelBello Donnellan Weingarten Wise & Wiederkehr LLP. Winslow specializes in complex commercial real estate and corporate transactions, having served as lead counsel on many of Westchester’s transformational development projects. Her practice covers a broad spectrum of assets, from mixed-use projects to solar leasing. Her work with the BCW includes chairing the Rising Stars program.
