County Executive Ken Jenkins Delivers 2026 State of the County Address

Westchester County Executive Ken Jenkins delivered his 2026 State of the County Address this week in the Board of Legislators Chamber, outlining key priorities and initiatives focused on economic development, public safety, housing, infrastructure, and sustainability across Westchester County.

Representing The Business Council of Westchester at the address were the BCW President and CEO Marsha Gordon and Executive Vice President and COO John Ravitz, who joined business, government, and community leaders from across the county for the annual address.

County Executive Jenkins opened his address by highlighting the County’s fiscal stability. He stated: “First – our finances are strong. Westchester County has once again received the highest possible credit ratings from S&P Global Ratings & Fitch and reflects the agency’s continued confidence in Westchester County’s strong financial management, stable economic base and responsible long-term planning. This rating reflects our commitment to responsible budgeting, maintaining healthy reserves and investing strategically in infrastructure that supports our residents and our economy. We are proud that independent analysts continue to recognize Westchester as one of the most financially stable counties in the nation According to Fitch.”

Throughout his remarks, County Executive Jenkins emphasized the importance of public safety as a critical component of economic development, reinforcing the county’s commitment to maintaining safe communities that allow businesses and residents to thrive. “In 2025, compared to 2024, crime is down across the board. Every single one of the seven major index crime categories saw a decline – from violent crimes like murder, rape, robbery and aggravated assault, to property crimes including burglary, larceny and motor vehicle theft. Overall index crime dropped by 17 percent, violent crime saw an even more significant decrease, down 25 percent, and property crime declined by 15 percent.”

The County Executive also highlighted ongoing efforts to address affordable housing challenges and expand opportunities for workforce and community growth throughout Westchester. “From Peekskill to Yonkers, from Ossining to New Rochelle, we are taking real, tangible steps to address one of the most urgent challenges facing our residents – affordable housing. Over the past year, we’ve approved funding for projects that will create and preserve hundreds of homes across Westchester County – supportive housing for young people aging out of foster care, new opportunities for first- time homebuyers, and safe, modern apartments for families and seniors.

On the energy front, Jenkins stated: “Westchester County is continuing to look ahead with smart, sustainable infrastructure by launching a preliminary study to explore the feasibility of a solar canopy system at Croton Point Park’s main parking lot.” The BCW’s Clean Energy Action Coalition looks forward to partnering with the county on this initiative.

Jenkins also discussed the future modernization and development of Westchester County Airport, a long time BCW priority. He stressed the airport’s importance as a critical transportation and economic asset for the region. The airport remains a major economic development priority for the county and the business community alike.

The County Executive stressed the ongoing collaboration between his administration and the business community, including the strong, ongoing partnership with the BCW.

“The BCW is excited to hear about many of the County Executive’s initiatives that are clearly in line with our ongoing legislative priorities,” said Marsha Gordon, President and CEO of the BCW. “The BCW looks forward to continuing to work on key economic development issues such as energy, the modernization of Westchester County Airport, workforce development, and other critical issues that will help to recruit and retain businesses in Westchester County.” You can read the County’s full press release, here
