BCW Unveils 2025 Legislative Agenda Addressing Critical Needs in Westchester

This week, the Business Council of Westchester (BCW) released its 2025 Legislative Agenda, outlining key priorities for federal, state, and local lawmakers to foster a thriving business environment.
Building upon its commitment to sustainable economic growth, the BCW’s agenda emphasizes targeted support for critical initiatives, including a full-gaming license for Empire City Casino by MGM Resorts, unemployment insurance reform, responsible regulation, and securing Westchester’s energy future.
“Our 2025 Legislative Agenda reflects the BCW’s unwavering advocacy for policies that empower businesses, stimulate job creation, and ensure the long-term prosperity of Westchester County,” said John Ravitz, Executive Vice President and COO of the Business Council of Westchester. “We are committed to working closely with our elected officials to enact legislation that addresses our community’s most pressing needs.”
A cornerstone of the BCW’s 2025 agenda is its continuing support for the state’s approval of a full gaming license for Empire City Casino by MGM Resorts. The BCW believes that granting this license would not only generate substantial revenue for the state and local economies but also create many jobs and enhance Westchester’s entertainment and tourism landscape.
Recognizing the financial strain on businesses, the BCW is advocating for state legislation to lower Unemployment Insurance (UI) taxes. Furthermore, the BCW urges the state to allocate state and federal funds to restore the UI system, ensuring its long-term stability and relieving the burden on employers.
The BCW remains steadfast in its opposition to any new costly mandates or regulations that would hinder business growth. The organization emphasizes the importance of a regulatory environment that promotes innovation and competitiveness, rather than imposing unnecessary burdens on businesses.
Addressing the urgent need for new energy sources to replace the shuttered Indian Point Energy Center is another top priority. The BCW established the Clean Energy Action Coalition (CEAC) last year to accelerate clean energy adoption across Westchester County. The CEAC is advocating for policies that ensure a reliable and sustainable energy future for the region.
The CEAC’s efforts will be critical in supporting the BCW’s goals for a smooth energy transition. The CEAC will host a Clean Energy Conference on March 24 to collectively strategize on how to make Westchester County a national leader in clean energy adoption.
“Our work with the CEAC members is essential in navigating the complexities of the energy transition,” Ravitz explained. “We must ensure that Westchester has access to reliable and affordable energy sources while also prioritizing clean energy solutions.”
The BCW’s 2025 Legislative Agenda also addresses a wide range of other critical issues, including education, healthcare, transportation, and housing.
As in previous years, the BCW will distribute its Legislative Agenda to all elected officials in Westchester County and statewide. The organization encourages businesses and community members to review the agenda and engage in the legislative process.
