A groundbreaking ceremony was held Wednesday for a $50.8 million affordable housing project to be built on what had been a hillside sloping down from 645 Main St. to 638 Central Ave. in Peekskill. The developer is Wilder Balter Partners of Chappaqua. Plans call for 82 apartments and a 142-space garage. Ninety percent of chamber of commerce executives from across the country say that business conditions have worsened in over the last six months according to a new online survey of 796 chamber of commerce leaders conducted by the Siena College Research Institute (SCRI). Fifty-five percent think conditions will improve between today and the end of 2021 while 32 percent continue to anticipate the economy worsening in their state and local area. There have been many questions about President Trump’s Executive Order on Payroll Tax Deferral, issued in August. That order used existing statutory authority to defer, but not cancel, the withholding of employee’s social security payroll tax for the period September 1 to December 31, 2020,. It would provide temporary relief to employees that are “generally” paid up to $4,000 biweekly, or $104,000 per year. While the order instructed the Treasury Department to consider options for cancelling these deferred withholdings, no statue, rule or order has been issued doing so..
